Often it is the fact that the designer has implemented the template incorrectly by making alterations directly to it to get the look they require.
They should use a child theme that enables alterations to persist even after the template updates. Using a child theme lets you upgrade the parent theme without affecting the customizations that have been made to the site. This will cut out the inconvenience of searching out a web developer to fix your website when the theme is upgraded. Child themes also allow for spurious code to be reduced speeding up the website load times.
My advice, if you really want to reduce cost and use a template make sure your designer knows how to implement a child theme or you could be facing a bill later that is almost the same as the cost of the original website.
